recovery and resilience facility agreed to by European Union leaders after a marathon session

The agreement was obviously a big political test for the EU, especially given its embrace

of a form of collective borrowing which was embedded in the deal.

This will have wide-ranging ramifications on the single currency,

including on the question of whether it might even challenge the domination of the U.S. dollar one day.

The deal may also accelerate greater reunification of capital markets and banking in Europe,
