From KQED Public Radio in San Francisco, this is Forum. I'm Katie Orr. Some retailers in San Francisco are raising concerns about increasingly brazen shoplifters in the

city. A recent video caught a man in a Walgreens filling a bag with items, then leaving the store on his

bike with the stolen goods, all while onlookers and a security guard filmed him. We'll talk more about

what can or should be done to address the problem of
