The perception is that the United States is shedding its global responsibilities or global

alliances that it's that it is not going to fulfill past promises.

And that makes everybody uneasy because in international relations, there has to be some

continuity in commitments.

And secondly, there is a perception that there is a lot happening within the United States,

whether it's sort of cutting down the federal government, which are all important issues

from the perspective of Americans, shutting down USAID, even changing all the generals.

All of those things may be sort of a response to a deep

American desire for total change, but the rest of the world feels uneasy about it. They

prefer some continuity. They prefer some value for commitments. And so, in a way, the disruption that

has been caused is primarily in America's relations with the rest of the world so far.
