It's all aboard and full steam ahead as the Democratic National Convention kicks off in Chicago. Across the world, U.S. allies -and antagonists- will be watching carefully to get a measure of Kamala Harris' policies and grip on the election. Few could have foreseen the twists and turns that led here, but Democratic Congressman Dean Phillips got pretty close.
