Police say teens are being recruited by suspected by new gang members.

It's the city-funded Manhattan Shelter recruited to commit crimes at Times Square with near impunity for a gang that originated in a Venezuelan prison.

So one of the most dangerous gangs on the planet isn't just operating in New York City.
