For decades, the city of Kenilworth, Illinois was just like that.

The crime rate was basically non-existent.

On the night of September 17th, someone broke into the home of senatorial candidate Charles

Percy, but they weren't there for him.

They walked straight into the bedroom of his 21-year-old daughter, Valerie, and nothing
