0:00.0	Before 9-11, few Americans believe that what happens beyond our borders affects their lives.
0:06.0	We were a nation that was focused on ourselves constantly looking in the mirror rather than looking out the window.
0:14.0	But on September 11th, our perspective changed rather abruptly.
0:18.0	A few weeks later, a half a dozen letters made threats of biological or chemical weapons
0:25.6	or a deadly vial in a backpack much more real to every American.
0:30.6	We were forced to come face to face with our worst fears, and we saw the kind of death and destruction

0:39.3	anti-Americanism, and terrorists fueled by pure hatred.
0:44.3	And the question is, are we going to finally begin to attempt to meet that threat,
0:49.3	along with the threat of chemical and biological weapons that might find their way from Russia to the so-called
0:56.8	rogues. That item, that issue, would not be a determinative issue in terms of what our strategic
1:05.3	agreements and, you know, doctrine is relative to the United States smallpox I have done as much
1:14.6	work through the Intelligence Committee and my capacity as chairman of this committee
1:19.6	and heading up the terrorism subcommittee and Judiciary Committee
1:23.6	to try to make sure I understood exactly what we were talking about
1:26.6	with regard to smallpox vaccine.
1:29.4	Smallpox, excuse me, disease. And it is true. There are only two places we know for certain
1:35.2	where it is. There's a third country potentially may have the smallpox virus. One of the elements
1:42.1	of the cooperation that we're getting from Russia is there has been absolute sharing of that information by the Russians into where it's located, how it's stored, how it's secured, and with some of our assistance, quite frankly.
1:56.0	And so the idea that Russia and or the United States would launch an attack based on smallpox,
2:03.6	I think, is not thinkable.
2:06.6	Conversely, the issue then becomes, though, what about someone else getting their hands on that?
