Countries have had a hard time keeping anything secret lately. Can they do a better job keeping their promises?

International Climate Summit. Last year, leaders from 195 countries joined a pledge to go on a carbon diet.

Countries laid out voluntary plans for growing their economies but cutting carbon pollution.
