0:13.4	Well here's a big surprise that of course isn't a surprise at all.
0:16.5	Vladimir Putin was elected to a record fifth term
0:20.3	as president of the Russian Federation.
0:23.0	That came as a result of a multi-day voting process,
0:27.0	a public site that took place there in Russia,
0:29.0	but no one believes that it is in the slightest bit a real exercise of the
0:34.7	Democratic process. No one believes for a moment that this is a legitimate vote.
0:38.0	And no one believed for a moment before the election that it really mattered
0:41.9	except in one huge sense and in our
0:45.7	worldview consideration this one sense turns out to be really really important.
0:50.5	If you are a government then there must be some ground for your legitimacy.
0:56.0	That's a fact.
0:58.0	When you're talking about a nation as big as Russia, you're talking about a nation that has a long history. You're talking about a nation that has a long history you're talking about a culture that has
1:05.0	existed for centuries it's true of any government over time but it's particularly
1:09.8	true of a government like a government of Russia that it must have some measure of
1:16.5	legitimacy. Now you can say that democratic legitimacy is the only
1:22.1	legitimacy you can have.
1:23.3	But that's not true.
1:24.3	History proves that's not true.
1:26.2	You can have the legitimacy of force, which is to say
