Ferguson addressed both chambers of the state legislature, pushing for a tax on incomes over $1 million a year.

That's an idea the Democratic governor first endorsed last month,

but Tuesday, he added something new. Ferguson said part of that proposal should get rid of a tax

small businesses pay. If you own a business and you gross $800,000 annually, you have a ton of
