Every single person in Mexico, it seems, was on his payroll.

Police officers, governors, the military.

I mean, can you actually imagine that the Mexican government, their Department of Justice

and Intelligence agencies, the media, all working to assist and protect one man?

He was even a part of the political class.

So elite.

So much so actually that they actually turned to him during elections in 1988, during the

middle of an election, while votes were being tallied, the system suddenly crashed.
