He's the associate director of the think tank's trade policy studies, and for years now, he has been a Jones Act public enemy number one.

For the uninitiated, the Jones Act is the nickname of the Merchant Marine Act of 1920, which says the ship's carrying cargo between any U.S. points must be American built, American flagged, 75% American owned, and 75% American crude.
