private correspondence, Donald Trump is often saying things that are untrue, sometimes knowingly false, lies, other times just things that aren't true for a variety of reasons.

So whether this is a kind of a taunt or a troll or something he threw out there is up for diplomatic interpretation, but Trump is as a factual matter threatening Europe.
