5:00pm- Senate Majority Leader Chuck Schumer (D-NY) and Senate Minority Leader Mitch McConnell (R-KY) have arrived at an agreement on a stopgap spending plan that would avert a government shutdown and fund the government through mid-November. The agreement would include a reported $6 billion in additional aid for Ukraine. In response to the agreement, Sen. J.D. Vance tweeted: “This will certainly lead to a government shutdown. Democrats won’t fix our border but will shut down the government unless we fund Ukraine. Disgraceful.” According to reports, Sen. Rand Paul may use Senate procedural tools to challenge the Ukrainian aid package—delaying the bill’s arrival in the House of Representatives. Does the bill have any chance to pass in the House? It’s likely Speaker of the House Kevin McCarthy would need to rely on Democrat votes if he chose to bring the bill to the floor for a vote—which could ultimately result in a Republican-led challenge to his speakership.
