0:13.9	On Tuesday night, Joseph Biden, the president of the United States, stood in the chamber
0:18.4	of the United States House of Representatives and delivered what was known as the State
0:23.0	of the Union address.
0:25.0	It is a fixture of American politics, and it has a constitutional basis.
0:29.8	The US Constitution, an article 2, section 3, says that it is the responsibility of
0:34.8	the president of the United States to report periodically to Congress concerning information
0:41.5	about the State of the Union.
0:43.5	Now that union is the United States of America, and the State of the Union is the status of
0:48.7	the country.
0:49.7	Thus, the chief executive is to advise and inform Congress concerning the State of the
0:55.0	Union.
0:56.0	Again, article 2, section 3 of the US Constitution, but there is no indication in the Constitution
1:02.3	as to the exact schedule by which such addresses or information conveyances should be made.
1:09.1	It doesn't even have to be in address.
1:11.3	It is simply the conveyance of information from the chief executive to the Congress.
1:16.6	But it is now very much a part of the formality of the American democratic process.
1:21.3	And by the way, conservatives understand that that formality, those habits of government
1:26.9	and habits of Congress, habits of the presidency, they are all important to our constitutional
1:32.9	form of government.
