parking spot while you're also defecating on the ground in front of a cop you can do

that but if you accidentally park in that spot and you pay for the parking, but you don't have a handicap permit,

then you will in fact get a $300 ticket.

And I said, Ryan, I'm so sorry to hear about your parking troubles in California.
