Here are the steps the Chicago Bears have to take,

Number one, acquire the land.

In other words, identify the land that they want to move to.

Number two, clear environmental reviews.

Number three, structure of financing plan for this project.

Number four, get approval from the NFL stadium and financial committees.

And lastly, Matt, all 32 teams have to vote on this. 24 of 32 have to vote yes for this project

to move forward to Indiana. But it is a muddy, muddy story. It's been a muddy process.

And there's still so much to be determined when it comes to where the Chicago Bears may play outside of Soldier Field moving forward.
