Catie Edmondson of The New York Times reports: “House Republican leaders are putting forward a new plan to avert a government shutdown. That measure, as described by a person familiar with the proposal, would keep government funding flowing at current levels through March 14, extend the farm bill for one year, add disaster aid and suspend the debt ceiling for two years.
