bird rights were introduced, the NBA actually did have a hard cap.

But they rightfully realized that any system that required a team to move on from a player like

Larry Bird needed to be addressed. And because the Celtics mismanaged their hard cap,

they had to institute the bird rights, which allowed teams to pay a player outside of the

salary cap as long as he was already on the roster. So you could pay him whatever you wanted.
