| 0:57.5 | is the approach that we've been under for the last 12 years. It's an approach called Housing First. |
| 1:03.7 | I'll explain what that is in the second, but this approach was designed for a very small segment |
| 1:10.1 | of the homeless population, 10 to 20 percent, called the chronically homeless. |
| 1:16.4 | And the George W. Bush administration introduced it in 2008 for that population. |
| 1:23.9 | However, in 2013, without any evidence that it would work as a one-size-fits-all approach |
| 1:30.3 | to homelessness, the Obama administration rolled it out again as a one-size-fits-all. |
| 1:37.9 | And they promised, they literally promised he did in writing that it would end homelessness |
| 1:43.4 | in a decade. And here we are, |
| 1:45.3 | 12 years later, we're at the highest point ever in our nation's history. It's up 30, almost 35%. |
| 1:52.0 | It's been a disaster at every level of the system. It's destroyed lives. It's destroyed communities. |
| 1:59.2 | And it just, thankfully, this president has said enough is enough. |
