I could do that in five minutes on a computer if I had absolutely no conscience.

So you said of this scandal that you were surprised at how easy this fraud was to do. You know, you could do that

in five minutes on a computer if you had absolutely no conscience. Walk us through. Why was it so easy?

Well, there's a couple layers to that. I mean, stepping back 30,000 foot level, you had these

massive government programs in Minnesota here with the federal child nutrition program.
