While changing attire, 20-year-old Kevin Showalter is struck by a passing vehicle

and killed and hit and run.

When police make no effort to solve the case, Kevin's mother is forced to fight for answers

until a grand jury investigation is held years later, naming the town's former mayor as the

probable driver of the vehicle. However, further complications ensue when another man comes forward

to confess to the crime, creating much debate about who was actually responsible for Kevin Showalter's death.
