Governments at every level must satisfy two overarching tests, competence and credibility.

Quite understandably, they reinforce each other. Now, as we all know, governments can be incompetent and retain public trust if they admit mistakes, openly explain what went wrong, and just as openly

demonstrate new methods. Of course, competence isn't a

straight line. A Republican government can be competent with its promised policies and still be viewed

as incompetent by Democrats who fundamentally disagree with their approach. The reverse is also true.

In matters of life and death, however, questions of competence and credibility come into sharp and justifiably unforgiving focus.
