The caller said that there was an unresponsive woman inside of the mayor's home,

and when emergency services arrived, they found the mayor's daughter, Heather, begging them to help her mother, Charlotte Ruth Brown,

waits. The woman was lying prone on the floor, and when first responders took a step closer

and pressed a hand to her pulse point, their stomachs dropped in despair. They had to tell Heather that there was nothing that they could do.
