The reason they do not release the water prior to a flooding event is simply money.

For every gallon they release, that is a gallon they cannot sell to some municipality.

Almost all the reservoirs and lakes are now supplying water somewhere to some city or county.

They try and keep them as close to capacity as possible

because they can only sell the water when it is above a certain level.

If they drop it down, they cannot sell. The Highland Lakes in Austin have caused flooding and Wharton for years because of this.

They don't pre-release because if for some reason it doesn't rain as predicted or doesn't rain

as much, they lose money.

I have heard this for years.

The reason these San Jacinto River authorities,

these various river authorities, hold on to the water is because they're selling it.

So this is a great example.

When all you care about is your little community and your amount of money you get to spend,

you don't care. You're not wearing a condom and you ain't pulling out. She can deal with it.

I'm going to do what is in my interest right now as selfish as I can be.

Because to lower the level and release the water would mean water that if it doesn't poor

as expected you would have been able to sell.

And when your only concern is for your bottom line and how much you get to spend,

who cares who's downstream? If those Kingwood residents realized what was happening up there,

you'd have a riot.
