I read this evening in the Epistle to the Romans in chapter 10 from verse 14 to 70.

In these verses, from 14 to 17, in this 10th chapter, the apostle, you remember, takes up this question which in a sense he has raised

He said that in winding up his argument and his statement about the way of salvation. The Jews are outside the kingdom. They're not Christians because of their tragic error with regard to the way of salvation. They were seeking it by works instead of by faith.
