And it has been taken, ladies and gentlemen, because we believe not just because of those tragic events at Port Arthur,

they were the culmination of a long series of events in this country,

which have demonstrated, as has been demonstrated in other parts of the world,

that there is a clear link between the volume of powerful weapons in the community

and the extent to which they are used in an indiscriminate manner.

I don't pretend for a moment, ladies and gentlemen,

that the decision that we have taken is going to guarantee

that in the future there won't be other mass murders. What I do argue to you

is that it will significantly reduce the likelihood of those occurring in the future. People have

argued that one of the great weaknesses in the present system and one of the causes of mass murder

is that we have an approach to mental health laws that are too

permissive. I've come here today to explain to you as directly and as simply as I can the basis of

the decision. The reason why we have taken it, the reason why. However reluctant you may be to do so to accept that it has been taken in

good faith by the government in the belief that it will add to the overall safety and good of the Australian community.
