In the 1980s, he was assigned to investigate a lawsuit between a small company called Casolaro and the U.S. Department of Justice. Casolaro had created a database software called PROMIS that was licensed to the DOJ. But somehow the software ended up being sold to intelligence agencies in Canada and Israel, with Casolaro seeing none of the profits. Casolaro sued, claiming the DOJ had stolen their software.
