The new plan will include aid for workers and quote cultural institutions like zoos,

Broadway theaters, art museums.

Republicans vowing to fight for liability protections to save small businesses from frivolous

lawsuits.

Democrats don't want any limits on lawsuits.

So there is a deadlock over the next stimulus package.
