But first, the Virginia Supreme Court declared that Virginia's referendum to change their

congressional maps, the process to do that was unconstitutional.

The Virginia Constitution has a very sensible check that says in order to amend the Constitution,

the General Assembly has to vote on a potential amendment, then there has to be a general election

for the General Assembly, and then the new Assembly has to vote on the same amendment.

Then it can be brought to the people.
