The Senate voted to confirm Russ vote as the director of the Office of Management and Budget.

Democrats spoke on the Senate floor for 30 hours, just 30 hours of speech just trying to drag it out.

Some of them called him the most dangerous of Trump's nominees.

But in the end, it was a party line vote, 53 to 47.

Get ready for something called impoundment from the Office of Management of Budget.

Democrats in Congress think that when the House appropriates money, that's the floor of spending.

And the executive branch has to spend it all.

Impoundment means, and Russ vote believes, that when Congress appropriates money, that's a ceiling.

And the executive branch can spend less than that if they want.

They don't have to spend all of it.

So get ready for impoundment to be a tool often used by this administration.
