This week Ed Miliband announced a new policy the withdrawal of job seekers allowance from some young people aged 18 to 21. It's been portrayed

both as a move to the right and an attempt to portray labour once again as the party of work

I'm joined by a politics editor George Eaton and John Elage to talk about it. George first of all tell me

Who does this apply to and who doesn't it apply to?

So it applies to young people who lack what labor call key skills so that's a level three

qualifications such as a levels or vocational equivalents.

And at the moment they can claim adults job seekers allowance.

From now on, they will be eligible for a means tested youth allowance, conditional on them entering training.

There are exemptions so those who already have those the relevant qualifications

will still be able to claim GSA as now. The disabled, civilian disabled will not be

effective because they claim other out-of-work benefits in any case. Parents with children
