Summary

In October of 2018, David Carter was reported missing by his family. He was later found dismembered along a highway 100 miles away from his home. It didn’t take police long to look into his girlfriend, Tammy Williams, but by the time they had enough evidence to charge her, she had gone on the run. She is currently the only female on the U.S. Marshals' top 15 Most Wanted Fugitive List.   Tamera “Tammy” Renee Williams is 5’5 and weighs about 190 pounds. She has a large rose tattoo running from her shoulder down her left arm and may have blonde or black hair. She is an experienced world traveler and has relatives in Atlanta and New York. On the morning of October 1st, 2018, an employee with the Ohio Department of Transportation was mowing

the grass along the northbound lanes of I-75 near Mile Marker 149 in Eagle Township, Ohio,

when he noticed a blue sleeping bag that had been discarded on the side of the highway.

After discovering that the sleeping bag was filled with something heavy, he opened it up to see what was inside.

In a shocking turn of events, he ended up finding a black plastic bag containing human remains inside of this sleeping bag.

The man called Ohio Highway Patrol to report this gruesome discovery and cadaver dogs were

brought in to search five miles north and south of the scene, but nothing else was found and the

human remains in the sleeping bag were transported to the coroner's office. Inside the bag,

authorities found the partial remains of an unknown black man. The coroner identified the

remains as being the lower part of the body and said that the victim had a long inseam,

which indicated that he was tall. The victim also had a bulldog tattoo on one calf.
