Warfare has always driven innovation.

Today's pace is relentless.

Nations like China and Russia are advancing their technologies rapidly with low-cost,

scalable drones, and aren't held

back by the very thing that makes America who we are, the rule of law.

America's military dominance hinges on reclaiming the technological lead, leveraging insights

from the battlefield as adversaries deploy expendable systems with devastating impact, and ensuring

that our policies and policymakers understand the threat that slow policymaking, slow procurement,

and a slow bureaucracy present.

Today we visit Five Mile Utah, where an American company, Vector, is keeping us in the fight using American

technology, American workers, and American innovation.

In the desert just outside Salt Lake, on a base in 5-mile Utah, our brave men and women of the armed forces gear up for a training exercise, using drone technology provided by an American company called Vector, whose employees are hard at work in a factory just a few miles away.

We came all the way out to the Beehive State to meet Andy Yucullis, veteran and founder of Vector.

Andy, it is great to be out here in the great state of Utah learning about your company,

Vector, about your own service to this country, which I want you to tell us about, that of your colleagues.

I can't tell you how encouraged I am,

getting outside of Washington, D.C., which is always encouraging,

but to be out here with real Americans who are trying to change the landscape,

not only of warfare, but of the process by which we decide how we fund certain weapons systems.
