Now we've got a new study by the Marshall School of Business at USC,

and they not only calculated what the California Air Resources Board new regulation would cost us.

That's the low carbon fuel standard. That's 65 cents a gallon.

We have discussed that for weeks. But then they looked at all these other regulations, some of which

just snuck by. And there's several of them. I'll quickly go through them. There's a regulation

requiring oil refiners to maintain a stockpile of reserve gasoline.

They'd have to withhold it from the market.

That could raise the cost up to 27 cents a gallon.

Then that regulation led to the closure of the Phillips 66 refinery in Los Angeles.

It's actually a pair of refineries. So we've lost 8% of total refinery capacity in California.

That could raise the price of gas another 14 cents. And then you have the automatic California gas tax increase every July 1st.

This year, it'll be about two cents.
