a racket. It's really a criminal enterprise. They suck up hundreds of millions, billions of dollars, and no good comes of it.

In this particular story looks at $550 million spent. And they were used as the money was used for Project Home Key to buy up buildings for the homeless.

And Chris LaGraugh and his team visited 31 of the 32 buildings and found out of 2,100 units plus over 1,500 are sitting empty.
