3 years ago, Illinois became the 11th state to legalize recreational marijuana.

And in a speech in 2020, Governor JB Pritzker made it clear he wanted to do things differently

than other states.

Almost all states that have legalized have done so in a way that produced a multi-billion

dollar industry dominated by a handful of corporations and individuals that lack diversity.

In other words, Pritzker was saying the cannabis industry was extremely white.

And Illinois wanted to change that by writing legislation with the goal of making the industry

Illinois is attempting to produce a cannabis industry that actually looks like Illinois.

The social equity programs that have been put in place so far are going to be very disappointing.
