But when it comes to maintaining law and order on the high seas, is there anyone really in charge? Journalist Ian Urbina has spent over a decade trying to get to the bottom of this and other pressing questions. The result is The Outlaw Ocean Project, a multiplatform reporting effort whose goal is to support and encourage ethically sourced accountability journalism of all that takes place in or atop our vast oceans.
