Withholding security assistance in exchange for help with the domestic political campaign in the United States would be crazy.

I believe that then and I believe it now.

It was unexpected and most unfortunate however to watch some Americans launch

attacks on dedicated public servants advancing US interests in Ukraine.

How could our system fail like this?

And now the president in real time is attacking you.

Well, it's very intimidating.

I found the July 25th phone call unusual. My worst fear of how our

Ukrainian policy could play out was playing out. I feared at the time of the call on July 25th

how its disclosure would play in Washington's political climate.

My fears have been realized.

I did not know of any linkage between the hold on security assistance

and Ukraine pursuing investigations.

Sir, my exact words were that the Ukrainian embassy and the House Foreign Affairs Committee

are asking about security assistance.

Was there a quid pro quo?
