0:45.3	where states can gradually ease their lockdowns.
0:49.0	Our approach outlines three phases in restoring our economic life.
0:54.8	We are not opening all at once, but one careful step at a time.
1:01.4	And some states will be able to open up sooner than others.
1:05.3	Some states are not in the kind of trouble that others are in.

1:14.9	Trump now promised that governors would be handling the process themselves with help from the federal government.
1:22.2	Governors will be empowered to tailor an approach that meets the diverse circumstances of their own states. Every state is

1:37.5	need to remain closed, we will allow them to do that. And if they believe it is time to reopen,
1:43.6	we will provide them the freedom and guidance to accomplish that. And if they believe it is time to reopen, we will provide them the freedom and
1:46.0	guidance to accomplish that task and very, very quickly, depending on what they want to do.
