Consent decrees are a tool that the Justice Department, typically the Civil Rights Division

that Justice Department has to remedy a pattern or practice of constitutional violations

by a local, state or local law enforcement agency.

And so in theory, that kind of makes sense.

You know, if you had a local actors, a local government agency that was repeatedly, and as a pattern of practice, violating constitutional rights,

and you could establish that through an investigation, then it gives the federal department justice the ability to go in and remedy those violations by certain reforms

that the police department would be required to implement.
