| 1:11.0 | It starts with the very first sentence to the Constitution, which says all legislative powers here and granted are vested in Congress. |
| 1:19.0 | Now those two terms, two words here and granted, are critically important. |
| 1:23.6 | And what it suggests is that there are no powers |
| 1:25.6 | other than the ones that are here and granted. |
| 1:28.6 | And then later in the Constitution, |
