Now, there is a vast difference between correction and punishment.

God has ordained punishment upon the wicked,

but he is ordained correction for his children.

The correction comes in the form of chastisement.

It was good for me that I was afflicted, we will read in the next Psalm 119.

Good that God corrected me.

It's a sign that I am his child, it's a sign that he does care about me the chasing of the Lord

It is not penal

It is for the purpose of correction.
