Call it the one or two days week President Biden is giving his first joint address to

Congress tonight.

We expect him to unveil part two of his infrastructure plan.

This one, the $1.8 trillion plan called the American Families Plan, which includes proposals

for free preschool, free community college and some extended child tax credit.

With this plan, we're learning something about how the Biden White House operates.

They want to put their energy behind popular plans, think elderly care, infrastructure,

and they aren't quick to put political energy into the hardest stuff.

Think background checks or even health care policy.
