Summary

The Tennessee Titans have needs at premium positions and those should take precedent, but in this particular draft class, taking the best player possible also makes a lot of sense which means considering a Jeremiyah Love or Caleb Downs isn't the most insane thing the Titans could do. Also, there happens to be a lot of depth at the three spots the Titans need the most, edge, cornerback and wide receiver. This means the Titans still would have a shot to get a great player at their needs spots even if it isn't the first round. Yes, the Titans need to hit their needs, but they simply need good football players too and the offensive line is good enough to make it worth it.
