Cutting government assistance programs like Medicaid

has always been treacherous territory for American politicians.

The health insurance program for low-income residents is used by millions of people.

But as a budget battle bruise in Congress, some Republicans are thinking about putting it on the

chopping block. The problem, as former White House advisor Steve Bannon put it,
