The financial fallout for all of these states and cities is dramatic and if we don't get money

into the state coffers, then many of these municipalities will be under pressure.

So I'm wondering if you think about a massive budget cut coming for many of these cities unless there is more stimulus from the government.

What is it that you would do if you were stuck in that position of managing amid budget cuts at this critical time.

Well, I've had that experience in Boston in 1980.

I was the superintendent and chief,

the number two position in that department.

We went through a tax initiated crises where the

city budget was reduced by 25% because of a cap on real estate tax. And we had to lay off 25% of the Boston Police
