related to some of his most consequential policy debates as Vice President, but

found his actions were careless, not criminal. The Special Counsel said Biden eager to show that history

would prove him right willfully retained and disclosed classified materials

to a ghostwriter while he was a private citizen including documents about

military and foreign policy in Afghanistan, and handwritten

notes implicating sensitive intelligence sources.
