The Senate has until midnight to pass another spending package and avoid a partial government shutdown, but ICE is freezing progress.

Wednesday, Senate Democrats said they would block the six-bill package unless Homeland Security

funding is voted on separately, or DHS is overhauled to, quote, rain in ice and the violence.

Proposed reforms include prohibiting roving patrols and masks, requiring body

cameras, and implementing clearer use of force rules. Some Republicans are willing to shave ice

funding to keep other agencies running, and yesterday President Trump and Senate Minority Leader

Schumer began compromise talks. Still, a partial shutdown appears likely.

A Senate test vote failed yesterday, and any legislative changes require a trip back to the

currently out-of-Session House. A Capitol Hill closure would leave many federal workers, including ICE

and TSA agents, working without pay.
