I had assumed up to this point that they would prefer to not make a decision,

to decide to not decide something that most politicians,

most of the folks in Congress have turned into an art form unto itself,

to delay, to defer, to deflect, to find some explanation

for why they don't need to or can't do their jobs.

But they really want to.
